Required: Cal/OSHA has confirmed the CDPH 5 day quarantine and isolation periods override the ETS exclusion periods. See Local Health Jurisdictions on Isolation and Quarantine of the General Public and COVID-19 Prevention Emergency Temporary Standards for more information.
All paid and unpaid individuals who are regularly assigned to provide health care or health care services to inmates, prisoners, or detainees or are regularly assigned to work within hospitals, skilled nursing facilities, intermediate care facilities, or the equivalent that are integrated into the correctional facility or detention center in areas where health care is provided are subject to California’s vaccination requirement.
Health care workers, state employees, and other employees in high-risk congregate settings are required to show proof of COVID-19 vaccination or be tested weekly. See State Public Health Officer Order of August 11, 2021, State Public Health Officer Order of August 5, 2021, and State Public Health Officer Order of July 26, 2021 for more information.These employees are also requirement to get boosters and test for COVID-19 biweekly until they are up to date on vaccines. See Governor Newsom Announces New Actions to Protect Californians from COVID-19 for more information.
School staff is required to show proof of vaccination or be tested once a week. See California Implements First-in-the-Nation Measure to Encourage Teachers and School Staff to Get Vaccinated for more information.
All facilities outlined in State Public Health Officer Order of July 26, 2021 must verify the vaccine status of all employees. The Vaccine Record Guidelines & Standards outline what records count as proof of vaccination.
K-12 students and staff are strongly encouraged to wear masks indoors. For additional guidance see COVID-19 Public Health Guidance for K-12 Schools in California, 2021-22 School Year.
Employers are required to:
- Notify all employees at a worksite of potential exposures
- Notify all employees of their COVID-19 benefits and protections mask
- Follow COVID-19 safety measures in response to a potential exposure such as disinfection [see AB 685 for more information]
- Notify public health departments of all workplace outbreaks
- Outbreaks are 3 or more confirmed cases of COVID-19 among employees from different households within 2 weeks.
- Follow Cal/OSHA’s Emergency Temporary Standards (ETS) [see Standards Presentation To California Occupational Safety and Health Standards Board for more information].
***Cal/OSHA can issue an order for worksite shutdowns if the worksite exposes employees to COVID-19 hazards and hold this right until January 1, 2023.

Latest Guidance
Required: Employees in long-term care facilities and state hospitals were required to receive the booster by February 11. See Executive Order No.14B and Executive Order No.14C.
All state employees, as well as staff of all childcare facilities and PreK-12 schools statewide, were required to receive at least one dose of a COVID-19 vaccine by September 27. People who are exempt will be required to test weekly. See Executive Order 13D for more information.
All long-term care employees are required to be vaccinated or be exempted by September 7. See Executive Order 13B for more information.

All workers in certain medical close-contact congregate settings (hospitals, nursing homes, juvenile justice facilities, rehabilitation facilities, state correctional facilities, etc) are required to be vaccinated. Required: State employees and health care workers are required to get vaccinated. MTA and Port Authority employees and teachers, administrators, and other school employees are required to get vaccinated or be tested weekly. If businesses want to follow the new CDC guidance they are required follow the appropriate guidance for vaccinated and unvaccinated individuals. Businesses that do not congregate patrons and/or that operate below the social gathering limit can rely on self-attestation of employee vaccination status. Businesses that congregate patrons and operate above the social gathering limit must require proof of vaccination. See Implementing CDC Guidance for more information.
All Large-Scale Event venues are required to verify vaccination status. A recent negative COVID-19 test is required for attendees age 4 and older. See Governor Cuomo Announces New York State to Adopt New CDC Guidance on Mask Use and Social Distancing for Fully Vaccinated Individuals for more information.
Large-Scale and Small-Scale College Sports venues can open. They are required to have spectators provide proof of completed immunization or a recent negative COVID-19 test [see Governor Cuomo Announcement: Collegiate Sports below for more information].

North Carolina
Latest Guidance
Required: State government employees are required to get vaccinated or be tested weekly. See Executive Order 229 and Executive Order 224 for more information.
Recommended: All schools are encouraged to consider conducting daily COVID-19 symptom and temperature screening and exclusion of any adults entering the building, including teachers, staff, and other visitors.

All Oregon school districts are required to submit their Safe Return to In-Person Instruction and Continuity of Services plan to the Oregon Department of Education by August 23, 2021. Oregon schools are required to adhere to the quarantine and isolation protocols outlined in their guidance. Recommended: Employers and organizations are encouraged to consider regular health checks with temperature and symptom screening or employees self-report their symptoms [see Sector Guidance – General Guidance for Employers and Organizations for more information].
Oregon schools are strongly advised to:
- Conduct a risk assessment as required by OSHA
- Update the written communicable disease management plan
- Assign a single person to enforce COVID-19 healthy and safety measures
- Include the names of those who helped inform their plan
- Maintain student contact tracing logs, and establish a protocol to notify and provide these logs to the local public health authority
- Offer free on-site COVID-19 testing to symptomatic students and staff.

Required: Schools are required to offer in-person instruction at least 4 days per week and if there’s a COVID-19 outbreak [per their definition] students must undergo COVID-19 testing to attend in-person classes [see Bill No.107 for more information].
Recommended: It is recommended that employees in high-risk populations and those who work with them be screened and monitored for COVID-19 symptoms and seek testing if symptomatic. Additionally, sick employees and close contacts of positive cases should be contacted by employers and stay home.
Generally, COVID-19 screening of all employees for symptoms and temperature before their shift is recommended. Employers should be prepared to help the health department with contact tracing or do their own contact tracing and dedicate a Point of Contact to this work.
Gyms and Fitness centers are encouraged to screen customers entering the facility with a COVID-19 health questionnaire asking about travel, symptoms, and exposure.
Larger school events should consider screening adults participating and taking their temperatures. School administrators should dedicate a Point of Contact at the school who works with the local department of health on contact tracing efforts.

All paid and unpaid individuals who are regularly assigned to provide health care or health care services to inmates, prisoners, or detainees or are regularly assigned to work within hospitals, skilled nursing facilities, intermediate care facilities, or the equivalent that are integrated into the correctional facility or detention center in areas where health care is provided are subject to California’s vaccination requirement.
Health care workers, state employees, and other employees in high-risk congregate settings are required to show proof of COVID-19 vaccination or be tested weekly. See State Public Health Officer Order of August 11, 2021, State Public Health Officer Order of August 5, 2021, and State Public Health Officer Order of July 26, 2021 for more information.These employees are also requirement to get boosters and test for COVID-19 biweekly until they are up to date on vaccines. School staff is required to show proof of vaccination or be tested once a week. See California Implements First-in-the-Nation Measure to Encourage Teachers and School Staff to Get Vaccinated for more information.
All facilities outlined in State Public Health Officer Order of July 26, 2021 must verify the vaccine status of all employees. The Vaccine Record Guidelines & Standards outline what records count as proof of vaccination.
K-12 students and staff are strongly encouraged to wear masks indoors. For additional guidance see COVID-19 Public Health Guidance for K-12 Schools in California, 2021-22 School Year.
Employers are required to:
- Notify all employees at a worksite of potential exposures
- Notify all employees of their COVID-19 benefits and protections mask
- Follow COVID-19 safety measures in response to a potential exposure such as disinfection [see AB 685 for more information]
- Notify public health departments of all workplace outbreaks
- Outbreaks are 3 or more confirmed cases of COVID-19 among employees from different households within 2 weeks.
- Follow Cal/OSHA’s Emergency Temporary Standards (ETS) [see Standards Presentation To California Occupational Safety and Health Standards Board for more information].
***Cal/OSHA can issue an order for worksite shutdowns if the worksite exposes employees to COVID-19 hazards and hold this right until January 1, 2023.

Required: Schools are required to offer in-person instruction at least 4 days per week and if there’s a COVID-19 outbreak [per their definition] students must undergo COVID-19 testing to attend in-person classes [see Bill No.107 for more information].
Recommended: It is recommended that employees in high-risk populations and those who work with them be screened and monitored for COVID-19 symptoms and seek testing if symptomatic. Additionally, sick employees and close contacts of positive cases should be contacted by employers and stay home.
Generally, COVID-19 screening of all employees for symptoms and temperature before their shift is recommended. Employers should be prepared to help the health department with contact tracing or do their own contact tracing and dedicate a Point of Contact to this work.
Gyms and Fitness centers are encouraged to screen customers entering the facility with a COVID-19 health questionnaire asking about travel, symptoms, and exposure.
Larger school events should consider screening adults participating and taking their temperatures. School administrators should dedicate a Point of Contact at the school who works with the local department of health on contact tracing efforts.
